Vital Signs and Ministry of Environment and Natural Resources to Implement the Capacity Building Initiative for Transparency Project in Kenya

On December 20th, 2017, the Global Environment Facility (GEF) Secretariat approved the implementation of the medium sized project entitled Strengthening National Capacity in Kenya to Meet the Transparency Requirements of the Paris Agreement and Supporting the Coordination of National, Regional and Global Transparency-related Activities in Kenya.”

Funded through the newly established Capacity Building Initiative for Transparency(CBIT) the project aims to build Kenya’s institutional and technical capacities to meet the requirements of the transparency framework under the Paris Agreement on climate change. The project is among the first set of three projects approved by the GEF for implementation as part of the CBIT announced at the COP 22.

The Capacity Building Initiative for Transparency (CBIT) was established at COP 21 to support developing countries to enhance transparency requirements as defined in Article 13 of the Paris agreement in a timely manner. The CBIT aims to (a) strengthen national institutions for transparency-related activities in line with national priorities; (b) provide relevant tools, training and assistance for meeting the provisions stipulated in Article 13 of the Agreement; and (c) assist in the improvement of transparency over time.

At the COP 22, the CBIT was formally launched with Kenya among the first countries selected to pioneer the CBIT among Costa Rica and South Africa. 

The project will be executed by the Ministry of Environment and Natural Resources (MENR) through the Climate Change Directorate(CCD) and System for Land based Emissions Estimations in Kenya(SLEEK), the Vital Signs Programme and the Green House Gas Management Institute(GHGMI).

The project aims to build Kenya’s institutional and technical capacities to meet the requirements of the transparency framework under the Paris Agreement on Climate Change through:

  • Strengthening national institutions and capacities in Kenya to enhance MRV transparency in line with Kenya’s national priorities.
  • Supporting enhancements to the System for Land-Based Emission Estimation in Kenya (SLEEK) to assist with improvement of transparency over time.
  • Supporting the enhancement of the coordination between national, regional and global transparency related activities in Kenya.

The proposed actions are in line with national strategies and plans, specifically the Climate Change Act (2016), Kenya’s Nationally Determined Contribution and Kenya’s National Climate Change Action Plan (2013-17).

The executing team looks forward to engaging with other national and regional transparency related initiatives and stakeholders in the implementation of the project.
